Could a kit car without airbags BUT with various other safety features be registered for road use?

This is an entirely theoretical question. Let's say you want to register a kit car, but it doesn't have a 3-point seat belt or airbags. Instead it has a 5 or 6-point safety harness, full roll cage, and the driver would wear a crash helmet when driving it.

Could such a vehicle be registered even though it doesn't have the normal safety gear? The safety harnesses, roll cage, and helmet would seemingly provide a MUCH GREATER level of protection than the typical 3-point seat belt and airbags, but I'm not sure if the secretary of state of your respective state would agree.
The vehicles in question here could be something like the ZCars Mini:

It's a Mini Cooper that is completely stripped-down and then powered by a motorcycle engine inside a custom chassis.

Another example would be a Lotus 7 kit, such as one from Caterham or Dax:

I saw Jay Leno driving a Honda roadster in Burbank, CA, that could not possibly have had all the safety gear and emissions equipment.
I don't know if that qualifies for exception as a classic car, or if he registered it some other way.

Edit: See the link. Your car has to have a couple of checks to make sure it can pass a smog test, isn't stolen, has the required lights.

Flame thrower on my motorcycle? safe?

Is it safe to buy one of the kits and put it on my exhaust? How about on my car (nissan 350z). I'm not worried about the legality, its more of a safety concern.

Well Im not planning on mounting it myself, I was gonna buy the kit and take to a shop near my house.
wow, some ppl just have a stick up their a$$ O_O. LOL

Ive seen propane exhaust flames that when done right look good. Since it looks like a jet engine. But if you have side mounted exhaust i think it would look off. But if its a show bike then you might get some more looks at the next cruse night. And dont forget gas tanks for the most part are metal unless its a race bike. so you should be fine there. I would make sure if you have a slip on that it get welded before you start pumping gas and igniting it in there; you might get a leak next to your leg... and that would suck.

I put together little "emergency" baskets in the bathrooms that had: hairspray, gum, mints, pantyhose, tampons, sewing kit, etc.

I also put together a little gift basket that all my out-of-town guests received when they checked into the hotel. i gave all the baskets to the hotel and they distributed them at check-in. These baskets (or you could do gift bags) contained water, soda, and snacks.

I was so glad that i had a pair of slippers to wear during the reception….it really "saved" my feet!

Make sure you have your meals planned out for the day. You know what you'll eat at the reception, but you'll be so busy getting ready, that you won't eat before if it isn't planned. I made arrangements with my brother-in-law and he brought lunch to the hair salon where i was getting ready with my wedding party, mom, and grandmother. Without him, we wouldn't have eaten!
