1. What should be the role of the federal government in disaster preparedness and response?
versus role of state government in response?

if possible relate it to response with Hurricane Katrina
First responders should be the community, then the state. The Federal Governments role should be only a backup to provide what the State is unable to provide. The Federal Governments response should not be looked upon as part of the first responders. Most of the problems associatied with the New Orleans distaster response was an inept local and state government response. It is impossible for the Federal Government to have and carry out immediate response plans for every evironmental emergency or natural distaster. Local governments are in a position to do so.

Obama had no plan before he jumped on the drill baby drill bandwagon. A worst case disaster preparedness plan was required by law. His regulatory minions left town after the rig sank to go on raft trip junkets, leave their press opportunities to rush to fundraisers or the opera, and he continues to spend more time golfing than governing. In a lifetime under-achievement award, BP has given Obama more money that any other candidate has ever gotten from all oil companies combined, in history. Now he appears to be dazed and feckless.
