While engineers focus on building codes as the critical feature, distinguishing the different outcomes from earthquake disasters it is the functionality of governments in the various locations that are the most important correlation. Building codes are meaningless unless there is functioning impartial government oversight of all construction. This means building inspectors who are civil servants being properly paid by the government rather than through tips and bribes. All those “small government” types out there running for election in this country pissing and moaning that government workers paychecks and pensions are driving us to bankrupcy–that we have to cut all those useless government workers…etc etc…..let’s let them live and work in buildings that have never been subject to code inspections during construction, and just leave their survival up to the whims of the builders who we all know would never cut seismic safety corners just to make a little extra money on the project. There is a direct and irrefutable correlation between a strong, well trained and well funded civil service watching over the correct installation of building code engineering in each and every home and commercial building constructed, and the lack of death and destruction that follows seismic events.Without impartial government inspectors, people die in vast numbers when disaster strikes regardless of whether building codes exist. With inspectors, they don’t.
