While the Chch Earthquake Emergency Response legislation may have given him wide ranging powers I’m fairly certain he’ll only be using them to help out his mates in the snobby areas.

We have escape and fire plans set up, as well as some emergency supplies ready.
Your school should provide you with this. Usually they are part of district policy, or city/county/state regulations.
Schools in Oregon and Washington have them posted next to the door of every classroom and are color coded for each type of emergency.
