To what extent does the early warning system minimize the effects of earthquakes?

As of now, there is no such thing as an early warning system for earthquakes. Earthquakes cannot be predicted in advance with any reliability (there have been a couple of official predictions, but the same methods failed in subsequent predictions). An alarm system based on the detection of the first waves from a large quake would provide anywhere from a few seconds to a few minutes of warning; this would be enough time for people to seek shelter, but not much else, and it could also cause panic.

For now, the best way to minimize earthquake damage is to build earthquake-resistant structures in general while avoiding all construction in active fault zones. Earthquake drills and other educational activities help keep people aware of what they need to do themselves when a quake hits.
