okay that was the saying and the question is why does this pose a problem after the earthquake?
If the ground shifts, then there it shifts along a "line", asnd it can break water and electrical lines.
Yu do not see this as a problem after an earthquake?
If you are on the other side of the water plant (the ground shift is between you and the water plant), then YOU do not have access to water.
The same is true of electricity.
What happens to YOU if you have no more water of electricity, and the quake is large enough such that YOU cannot get at water or electricity for a week, what is going to happen to YOU?
